The word ’技術' in Japanese can both means technology and skill.
This reminds me of Kungfu (or any other martial arts).
when figthing against other people, the purpose of martial art is to defeat the opponent, but when practising it people not only practice how to attack but also how to defense.
The tragedy of train crash in China or Nuclear plant melt down in Fukushima tells us that "defense" ( the risk management ) is the same important as the "offense".
And also like kungfu, we cannot master kungfu instantly. must practice regularly and continuously.
